BY-LAWS OF WASHINGTON STATE COONHOUND ASSOCIATION

ARTICLE I – NAME
Section 1.
The name of this organization is Washington State Coonhound Association.
ARTICLE II – OBJECTIVES
Section 1.
To promote and protect the sport of hunting with hounds and to work for the conservation
of wildlife.
Section 2.
To promote competition among hunters/handlers through the sponsorship of United Kennel
Club (U.K.C.), Professional Kennel Club (P.K.C.), and Washington State Hound Council, (W.S.H.C.) sanctioned events. U.K.C.
sanctioned events will be open to any dog that meets their requirements. P.K.C. sanctioned events will be open to any dog
that meets their requirements. W.S.H.C sanctioned events will be open to any dog that meets their requirements.
No person will be excluded from entering any of these events because of race, religion,
national origin, color or sex.
All contestants will be required to abide by all of the U.K.C., P.K.C. and W.S.H.C.
rules, (which ever apply), and is required to abide by the decision of the master of hounds, hunt director, field marshal,
judge, or other official in charge of an event. All contestants will be required to conduct themselves in a sportsmanlike
manner.
Absolutely no non-prescription drugs will be allowed on the grounds of any Washington
State Coonhound Association event. No consumption of alcoholic beverages will be allowed until after the last event of the
day. W.S.C.A. will not be held responsible for any injuries, lost, stolen or damaged property.
Section 3.
The club is and will remain a non-profit organization.
Section 4.
If this club is to disband with less than three (3) members left all the monies and
properties belonging to the club shall be given to an alike club, (see above objectives). If three (3) or more members belong
to the club they are to decide which organization the monies and properties will be donated too.
ARTICLE III- MEMBERSHIP
Section 1.
Anyone interested in hunting with hounds and willing to abide by the rules of the
club and who are willing to obey the game laws of Washington, may, upon payment of the required fee, become a member.
Section 2.
The club may suspend or expel any member by two thirds (2/3) vote of the members
present at any regular meeting of the club or at any special meeting called for that purpose. Upon receiving evidence of that
member committing acts inconsistent with the objectives of the club, after due notice of the charge and an opportunity for
defense has been given the accused.
Section 3.
Dues shall be twenty dollars ($20.00) annually for a person and their family (children
up to 18 years of age) due and payable on or before the January meeting of each year. Single persons, age 18 or over, will
pay fifteen dollars ($15.00) per year. Any one out of state will pay $5.00 except for Oregon residents, which will be the
regular amount. Any member failing to meet his or her dues or other indebtedness to the club after sixty days notice by the
treasurer shall cease to be a member and his or her name will be dropped from the rolls until the club is paid in full. Only
members who have paid their dues can vote in elections. Members 18 years of age and older can vote. Only paid members of the
club can participate in the Washington State hunt and show.
Section 4.
Under no circumstance may a person try to or gain access to a private "Designated
club hunting spot" that he or she has previously visited white participating in a hunting cast during a "licensed" nite hunt.
If caught, that individual and all involved will be barred from "all"’ future club events, licensed or not, indefinitely.
This amendment is to strictly enforced. Designated club hunting spot-any piece of private hunting ground used for licensed
club hunts that is supplied by a club member or guide.
Section 5.
W.S.C.A STATE CHAMPIONSHIP RULES
You must be a paid member of the W.S.C.A., and must hunt, run or show, in the
State of Washington, to be named the State champion for any of the following.
BENCH SHOW
To determine who receives the State Bench Show Title, the male& female
Winners of all three classes, (Registered BOS, Champion of Champions, and
Grand Champions), will compete against one another regardless of sex for the
Championship.
FIELD TRIAL
To determine who receives the State Field Trial Title, The winners of each Class
(Registered, Champion, & Grand) will all compete against on another for the Championship. If a hound takes the 1st line & another hound takes 1st tree the (TIE) will be broken by which ever hound takes
the "1st TREE".
NITE HUNT
The highest scoring hound receives the State title. In the event of a tie, all ties
are to be broken by U.K.C. score card points & rules . Which ever hound has the least total minus points, if still a tie,
the dog with the most plus tree points, if still a tie, the dog with the most plus strike points, if still a tie, the dog
with the most circle tree points, if still a tie, the dog with the most circle strike points. If dead locked the dogs involved
will hunt in one-hour intervals U.K.C. Championship Rules apply, until the tie is broken, or flip a coin if all parties agree.
If any participant refuses to hunt off, they automatically forfeit any right to the State Title
AWARDS / TRAVELING TROPHIES
Each State Championship winner will be entrusted with a traveling trophy. The traveling
trophies are the property of the W.S.C.A. (look on the back each trophy and you will see). Traveling trophies are to be presented
at the time of entry for the next State Championship event and if not they are to be returned no later than 10 days after
the next State Championship event. If they are not returned, or damaged in any way, the person in possession of the trophy(s)
will be billed for the cost of the replacement, and be barred from any and all W.S.C.A. events until payment is received in
full. We then reserve the right to not re-issue the trophies to such individuals.
ARTICLE IV-OFFICERS
Section 1.
The officers of this club shall be a president, vice-president, secretary, and treasurer.
One person may hold the offices of secretary and treasurer with two-thirds (2/3) majority vote of the club prior to the election.
ARTICLE V- DUTIES OF THE OFFICERS
Section 1.
The President, (or in his or her absence the vice-president), shall preside at all
regular meetings of the club, and the Board of Directors, cast the deciding vote in case of a tie, perform such other duties
as are incident to the office including the scheduling of U.K.C., P.K.C., and W.S.H.C. events. The president shall have the
power to appoint a corresponding secretary if deemed necessary. The corresponding secretary shall serve at the pleasure of
the president and shall perform the duties hereafter mentioned.
Section 2.
The secretary shall keep a full and complete record of all meetings of the club and
the meeting of the Board of Directors and shall preserve all records in books furnished by, and which shall remain the property
of the club, and shall hand such books and records over to his or her successor in office within ten (10) days after the election.
The secretary shall provide notice of all meetings.
Section 3.
The corresponding secretary, if one is appointed, shall issue calls for the meetings,
keep a roster of all officers/members, and notify officers and committees of the election or appointment, carry on and have
charge of all correspondence of the club, and shall make such reports to the club as directed by the Board of Directors.
Section 4.
The treasurer shall keep a roll of all members, collect all dues and fees, mail to
all members’ their membership cards. The present and past treasurer will work together to change bank records, shall
have in custody all money of the club, and shall pay all bills, claims, etc, of the club. The treasurer has the authority
to pay all bills incurred through the normal operation of the club up to fifty dollars ($50.00) without prior approval by
the club.
Section 5.
The board of directors may, at their discretion, require the treasurer to furnish
a bond as security for the faithful performance of his or her duties. The club shall pay the expense of such bond. He or she
shall hand over to his or her successor in office, within ten (10) days after election, a complete and correct financial statement,
together will all funds, books and records pertaining to his or her office. The Board of Directors is also responsible for
appointing a delegate of the W.S.H.C.
Section 6.
The delegate shall attend W.S.H.C. meetings and report back to the club, be responsible
for carrying the votes from our club to the W.S.H.C.
ARTICLE VI-MANNER OF ELECTION
Section 1.
The election of president, vice-president, secretary, and treasurer will be open
for nominations starting at the February meeting. At the March meeting, the elections will there take place.
Section 2.
In case of failure to elect officers at the March meeting on account of lack of a
quorum or any other reason, the officers then in office shall hold over until their successors are elected.
Section 3.
The Board of Directors shall have full power to fill any vacancy, which shall occur
from death, resignation or other reason, with a nomination from the club and such appointment shall be valid until the next
election.
ARTICLE VII-MEETINGS
Section 1.
Officers will be elected at the March meeting every year to assume their duties at
the April meeting.
Section 2.
The president may call special meetings for the club when he or she may deem such
meeting for the interest of the club, or by the request of a majority of the Board of Directors, following a three (3) day
notice to the membership.
Section 3.
The president may call meetings of the Board of Directors at any time upon request
of two (2) members of the board.
Section 4.
In the absence of all officers at any meeting of the club, any member of the club
may be elected to preside by a majority vote of those present and shall have the same powers as the president for that meeting.
ARTICLE VIII-SPECIAL COMMITTEES
Section 1.
The President may appoint special committees for any purpose within the scope of
the organization and such committees shall make reports to the club at the next regular meeting after their appointment.
ARTICLE IX-BOARD OF DIRECTORS
Section 1.
The Board of Directors, consisting of the officers of the club, shall have control,
management of policies, property of the club, and affairs of the club.
Section 2.
The Board of Directors shall have full power to suspend or expel any officer of the
club or member of the Board of Directors upon receiving evidence of the unfaithful discharge of his or her duties; after due
notice of the charge and an opportunity for defense of the charge has been given the accused. Said board shall also have full
power to fill any vacancy left by such suspension or expulsion until the next election.
ARTICLE X-QUORUM
Section 1.
Five (5) members shall constitute a quorum as long as at least one (1) member also
holds an office for the transaction of business at any regular or special meeting. The members present shall constitute a
quorum for conducting normal business of the club.
ARTICLE XI-CONSTRUCTION
Section 1.
Any question as to the meaning of the by-laws shall be decided by the Board of Directors
and their decision shall control and be binding thereafter until rescinded by a two-thirds (2/3) vote of the membership.
ARTICLE XII-MATTERS NOT PROVIDED FOR
Section 1.
The Board of Directors shall control all matters not particularly provided for in
the by-laws and the decision of a majority of said board shall be final and binding upon the club.
ARTICLE XIII-AMENDMENTS
Section 1.
These by-laws may be amended by reading the proposed change, after approval of the
Board of Directors, at one (1) meeting and approval of a two-thirds (2/3) vote of the members present at the next meeting.
ARTICLE XIV-PROCEDURE
Section 1.
All proceedings of the organization and its Board of Directors shall be conducted
under and pursuant to Roberts Rules of Order, Revised, except as herein otherwise provided for.
